Lancaster DA to release report about police shooting of man family says was mentally ill

An investigation into a fatal police-involved shooting on Sept. 13 in Lancaster City, which sparked rioting in the streets, has inched forward, according to the Lancaster County District Attorney.

“We will announce the determination on the use of force once the review is complete, expected in the near future,” the department reported on its Facebook page Friday. “That announcement will include the release of photos and audio recording of a 911 call.”

Ricardo Munoz, 27, was shot Sept. 13 by an officer who was responding to a “domestic disturbance” call around 4:15 p.m. Munoz, who died at the scene, was armed with a knife at the time of the shooting.

According to the DA’s office, footage reviewed from the firing officer’s body-worn camera shows the officer in front of a home when Munoz “immediately emerges from inside and runs toward the officer, brandishing a knife above his head, in clear view, in a threatening manner.”

The officer can be seen firing his weapon, which then hit Munoz, the DA’s office said.

On the night of the shooting, Adams said her department would release the details of the investigation in a timely manner.

Protests turned violent following the shooting.

Munoz’s family disagreed with the officer’s decision to shoot, citing the 27-year-old’s struggle with mental illness.
